Content Description | States that it is increasingly important that Captain Willoe go to Canada. Requests passports be granted for Willoe, two servants, and three women to sail to Halifax with a Flag of Truce. He wants Heath to get a passport that will admit the vessels into port and asks him to advise what papers Willoe needs in order to prevent being taken as a prize by a privateer ship. Phillips was a British general. Heath was a Continental general. |
