Plans to "obtain from the State Dept. papers which you need to use in the prosecution directly with the Mexican Gov't of the claims to which these papers relate... it is necessary that you should make a formal application to the State Dept. for these papers, stating the situation in which your claims stand under the disposition which was made of them by the Mexican Commission, and also the basis and importance of the further prosecution of your claims with the Mexican Gov't..." Written on Senate Chamber stationery. |
