Content Description Veto of "an ACT to amend the penal law, in relation to punishment for receiving deposits in insolvent banks." Roosevelt vetoes the bill commenting, "I am unwilling to accept a bill that lessens the penalty for this peculiarly outrageous breach of trust." With a large red pencil X on recto possibly indicating his veto.
