A U.S. vice admiral, Rowan served the Union during the Civil War. Post-war, he was commandant of the Norfolk and New York Navy yards, commander of the Asiatic Squadron, governor of the Naval Asylum at Philadelphia, and superintendent of the Naval Observatory in Washington, D.C. |
