References Pascal's letter of 6 April 1862 that enclosed illustrations of his plan for sinking the CSS "Merrimac." Says they have been referred to the Secretary of the Navy. Written on letterhead of the Quartermaster General's Office. File includes a small (5.1 x 4.1 cm.) engraving of Meigs's head.
