Content Description Discusses General Washington's need for reinforcements in case British general Henry Clinton returns to New York before the arrival of the French fleet. Under these circumstances, Reed believes that Washington would be pushed to the Delaware River or beyond. Additional Information Reed was a lawyer, Revolutionary statesman, and soldier. He was a delegate to the Continental Congress from Pennsylvania in 1777 and was chosen president of the Supreme Executive Council of Pennsylvania in 1778.
