Content Description The Paymaster General of the Army indicates that he has sent (not included) "some remarks on your Accounts for payment made in part to Joseph Frost for timber, which cannot pass to your Credit untill his account is paid in full & transmitted to me." Additional Information Joseph Howell had served in the American Revolution, when the Constitution was passed he became Paymaster General of the Army, with the rank of Major. He held the office until his death. Captain John Bryant was the Deputy Commissary of Military Stores at the Armory in Springfield, Massachusetts.
