Content Description | Signed as Auditor General. Informs Clarke of the Resolutions of Congress of 29 December 1777 and 10 September 1777 instructing how to correctly pay the interest accrued on Continental Loan Office certificates. States that interest on certificates dated on or before 10 September 1777 must be paid in Continental Bills of Credit. Interest after that time can be paid in Continental Bills or Bills of Exchange at the option of the lender. Requests that Clarke inform the Treasury Board of the state of his office immediately. The Continental Loan Offices administered loans to the Continental Treasury to help finance the war effort. Clarke was the Commissioner of the Continental Loan Office in Rhode Island. |
