Appoints Ruggles as Signal Officer with the rank and pay of Second Lieutenant in the Provisional Army (Ruggles had previously served in the Navy), effective 19 August 1863. Ruggles to report to "Maj. Morris for more thorough instruction in the Signal Service." Ruggles was the son of CSA brigadier general Daniel Ruggles. |
