Content Description | Later copy. Encloses estimates of expenses for building and equipping frigates (not included). First estimate was from 1790 and is the most perfect, although the wage rates were too low. The second estimate is accurate, but does not comprehend all the equipment issues. The third estimate was tolerably accurate of those items it comprehended, but he has not had enough time to fully understand it. Noted as copied on 5 December 1857. |
