Content Description Reports no news from Europe or General Nathanael Greene. Hopes that the Compte de Grasse comes to Chesapeake Bay to support the Americans against Lord Cornwallis, which he did later that month. Also notes that "Vermont is to be admitted into the Union as a fourteenth State -- a fifteenth must soon follow as a balance."
