Content Description Passed by the Confederate Congress, Thomas Bocock as speaker of the House, and R.M.T. Hunter as president pro tempore of the Senate and approved by Davis as president. Authorizes the export of government-owned "cotton, tobacco, and other produce and merchandise." Docketed: "Secret." Passed by the Senate on 23 November 1864 and by the House of Representatives on 18 February 1865.
