Additional Information The Emancipation Proclamation, issued by President Abraham Lincoln, states all slaves upon Union military victory will be set free in states that have seceded from the Union and are not under Northern control. This factor is important because it shows that the Proclamation did not touch on slavery in loyal Border States.
