Content Description Attacks both the Democratic and Republican Parties for not stopping Chinese immigration, but reserves special vitriol for Ulysses S. Grant. Includes notes from a Board of Health meeting describing sub-par living conditions and rampant disease. Part three includes an address by Mayor Kalloch on how to clean parts of the city using the Street Department and installing proper sewerage. Part four is an investigation of the anti-Chinese Council, the Workingmen's Party of California (W.P.C.). Lastly, a list of grievances in Chinatown.
