Content Description Printed document signed by Jefferson as Secretary of State. Also signed in type by Jonathan Trumbull as Speaker of the House of Representatives, John Langdon as President pro tempore of the Senate, and approved by George Washington as President. Decided at the second session of the second Congress held at Philadelphia, 5 November 1792. Establishes the exact places and dates for the spring circuit courts to meet for each district, and creates provisions for the marshal in North Carolina to be entrusted with the powers of a judge in summoning jurymen.
