Content Description Writes, "On my quitting the army, you was so polite as to offer me a Certificate, manifesting that I quit the same with a fair character, but it being neglected on my part until this time, and it now might be of service to me, as a Candidate for Congress printing, would thank you for such Certificate per Bearer, and the favour will be soon acknowledged."
