Content Description Samuel Adam's instructions to the Massachusetts legislature instructing them to promote the ratification of a Constitution of the United States of American. Adams claims that such an act would not only strengthen the relations between the states, but establish a respectability in countries overseas. Adams also promises that such an act would not weaken the powers of the individual states.
