March 8. 1782 On motion agreed, That the judges of the Supreme Court be requested to give their opinion in writing upon the following words of the twentieth section of the constitution vizt. 'And shall have power to grant pardons, and remit fines, in all cases whatsoever, except in cases of impeachment' . . . as to the point, Does the word fines comprehend forfeitures?
