Transcript	Show/hide Headquarters of the Army. Washington. October 19. 1861. The Undersigned General-in-Chief of the Army, has received from the President of the United States the following Communication : - To Lieutenant General Winfield Scott. The Military line of the United States for the suppression of the insurrection may be extended so far as Bangor in Maine. You and any officer acting under your authority, are hereby authorized to suspend the writ of Habeas Corpus in any place between that place and the City of Washington - ( Signed ) Abraham Lincoln. Washington, 14th, October 1861. By the President. ( Signed ) William H. Seward Secretary of State. In [2] In accordance with the foregoing warrant, the undersigned devolves on Brevet Colonel Justin Dimick, U.S. Army, commanding Fort Warren, Boston Harbor, a like authority within the limits of the City and Harbor of Boston, to Execute in all proper cases the instructions of the President.
