Indicates that General Frederick Haldimand, the governor of the province of Quebec, refused to agree on any terms until there was a definitive treaty, although he did observe a cessation of fighting. Claims that Haldimand will limit communication and attempt "to hinder any overtures, being made from the United States to the Indians." |
