Content Description Signed by Monroe as Secretary of State, directed to privateers. In response to the repeal of British Orders in Council, instructs naval and privateering ships to assist American-owned vessels bringing British goods to the United States. Issued shortly after the beginning of the War of 1812. States "The public and private armed vessels of the United States are not to interrupt any vessels belonging to citizens of the United States coming from British ports to the United States laden with British merchandize...
