Content Description Secretary of War Stoddert lists the ship needs of the navy. Stoddert thinks one of the big "74 Gun Ships" is to be built in Massachusetts, not any smaller vessels. He tells Knox that he cannot contract with him. Signature has been clipped. Free frank signed by Stoddert, and stamped "Free" on address leaf.
