Content Description Countersigned by John Willard, Belcher's secretary. Belcher, serving as Royal Governor of Massachusetts, places John Furney in charge of a company of foot soldiers. Raises men in response to Britain's request for Colonial forces to join Major General Charles Cathcart, in charge of leading British troops against Spain in the West Indies. States that the American forces were to have been under the command of former Governor of Virginia, Alexander Spotswood, since deceased.
